Does this count emissions from imported goods?

No. These are territorial emissions: the CO2 released inside a country's own borders, which is the basis national climate pledges are written on. A country that has moved its heavy industry abroad and imports the output looks better on this measure than a consumption-based accounting would show, and the manufacturing country carries those emissions in its own row. It also excludes land use and forestry, so it is fossil and industrial CO2.
